Determine and set a reasonable max file size on install
Remove file extension restrictions - transition to mime types

This will allow administrator to indicate if end users are allowed to reopen
tickets in a particular closed status.

This is necessary to avoid confusion vs. closed state.

Changed it (again) and also tested at our system. /scp/slas.php works as intended - so only the slash "/" before "scp/slas.php" was missing.

Flags will be reimplemented as a separate feature.

Since scp/ seems automatically added before slas.php just changed
scp/slas.php to slas.php

Quickly tested it and link works correctly after that little change.

Crowdin seems to have difficulty parsing YAML files with spaces between list
items. This patch avoids the issue by removing unnecessary empty lines in
the file.

Ticket numbers are now configurable as a system-default and by help topic.
Previously, an administrator could select between six-digit random and
sequential numbers. Now, the sequence is selectable so multiple sequences
as needed, and a format can be specified to define how the ticket numbers
look. Formats can also be defined for each help topic.

DynamicList initial data

Add TicketStatus class and ticket_status table

Starting with osTicket 1.8.1, users must receive an email and follow a link
in the email to get access to the ticket. With this new option, the email
verification step can be avoided in osTicket 1.9, because access is now only
granted to exactly one ticket.
