The user preview tool tip and edit dialog use the same user template.
Editing on preview mode resulted in partially hidden edit form. This fix
adds ability to popup a dialog modal on edit while on preview mode.

On the user profile page, the link to view the organization now triggers a
popup dialog which allows for changing and editing the organization directly
from the user profile page. An additional [Manage] button is added to the
dialog to allow redirect access to the organization page.

We're sticking with user for now until 2.0

- Proofread large portion of help tips.
- Implement help tip links in YAML files.
- Fix GUI spacing of some elements.
- Add <label> tags to a few form elements.

This will simplify where PJAX needs to be disabled by simply including the
navigation as part of the PJAX response.

Support adding existing or new users while on organization page.

Support searching both staff and user backends via a common interface.

Previously we required an account to associate a user to an organization.

Useful if the staff members administratively configure a static password
that the user should never change.

Deleting an organization with users will simply orphaned the users.

This is necessary so we can use the templates to show tickets assoaciated
with user as well as organization by simply switching the context.
