ci: update ci file with new mono template

Description

The new mono template is designed to work with this particular repository and deploy the 3 services to the Hetzner cluster.

Additional:

1. Sub domains are not needed, dashboard code is refactored.
2. hin-agent is not needed so it's removed.
3. each app have it's own dockerfile for the entire process.
