Implement internal policy storage
An internal policy storage should be implemented. Storage should be configurable. When MongoDB is not configured, the internal storage must be used and some additional features are going to be disabled e.g. real-time policy synchronization, policy change notifications and webhooks for policy change. Initial policy synchronization is going to be performed upon service startup, so restart of the service is needed in order to synchronize policies.
