Features that won't work if DB storage is not available

If MongoDB is not available then the following features will not be supported:

• Automatic policy synchronization when policy repository is changed
• Policy change notifications (cloudevents and webhooks)
• Storage extension functions (use db storage from rego policies)
  • investigating an option that this feature still might be available even MongoDB is not present (???)
• Policy lock/unlock functionality

@yordan.kinkov can you please describe in policy service README which features/functionalities will not be available if MongoDB is not present.
