Add policy evaluation during cache store/update

Acceptance criteria

• Policy evaluation functionality must be added to the SET cache endpoint.

• The key metadata for the input must be evaluated by a policy before inserted in the cache for the External cache input.

• Also the content TTL should be set over a policy depending on the received data.
