Split AuthenticationBackend into two - 

  - StaffAuthenticationBackend - handles backends supported in staff panel
  - UserAuthenticationBackend - handles backends supported in user panel

Registering a backend at parent level (AuthenticationBackend) will make it
available to both panels.
