736 block disable employee account

Closes dashboard#736, dashboard#889

Changes:

1. Added STATUS_USER_NOT_ACTIVATED to constants/statuses.js
2. Emit event in executeRestfulFunction if status is STATUS_USER_NOT_ACTIVATED

All other changes in viamapi-iframe.js are Prettier formatting, so you can ignore them.
