Set up libraries building as static files

Also please check out README.md and javascript/README.md There are instructions how to build, develop and set up code quality tools for JS part of the library. We're having some possible bugs here (most of the warnings realted to formatting, but some of them may be serious), so it's really important set up ESLint in everyone's IDE. I included instructions for VSCode and WebStorm. If you're using any other IDE, let me know.
