feat: implement gitlab ci

• add gitlab ci with tasks for lint, test, build, build for docker
• add templates for gitlab issues, bugs and MR

We are using https://nx.dev/ for monorepo setup https://nx.dev/recipes/ci/monorepo-ci-gitlab
