Policy Changes Notification

When policy source code changes, the service should send a NATS event to a preconfigured message queue.

The system MUST be able to notify other components when policy source code or data has
changed. Notifications may be passed to message queue, smart contract or use other notification
mechanisms which are suitable in the context of the technology stack. Notifications might be
granular and explicitly contain information about what has changed.
