Remove ticket.min.js (users can minimize/compress files on thier own)

Remove piping setting option - it's now part of ticket create service (which include XML & JSON)

Set SLA on transfer *ONLY* when a ticket doesn't have one. Overwriting manually set SLA is the concern here...
